I know a lot of Tesla owners who keep their front plate in the car, but don't mount it. Some will even place it on the dash when driving. Haven't heard of anyone ticketed for it.
Honestly, front plates don't seem to make a lot of sense. Snow and ice tend to cover the front plate before the back. I am told it has to do with things like automated tolls, and red light cameras.
